Joe D. Battle was appointed Medical Center Director of the James A. Haley Veterans’ Hospital and Clinics in Tampa, Florida effective July 26, 2015.
Previously, Mr. Battle served as the director of the VA Medical Center in Jackson, Mississippi and prior to that, he served as the Associate Director of the VA Medical Centers in Orlando, Florida, and Dayton, Ohio. Mr. Battle began his VA career in 1983 as a general engineer at the VA Medical Center in Dublin, Georgia and also worked at the VA Medical Center in Indianapolis, Indiana as the Assistant Chief and later as the Chief of Engineering.
In 2018, Mr. Battle received the Excellence in Clinical Simulation Training, Education and Research Executive Leadership Award, as well as the University of South Florida Partnership Award for Student Success. He is a 2003 graduate of Leadership VA (LVA), the 2002 class of the Executive Career Field Training Program and the Healthcare Leadership Institute. He completed the UNC Kenan-Flagler Business School Senior Executive Strategic Leadership course in 2012. He is a certified mentor and has mentored Executive Career Field candidates and members, and Leadership Development Candidates.
Mr. Battle currently serves on the National Leadership Council, Capital and Logistics Sub-committee. He recently served on the Veterans Integrated Services Network (VISN) 16 Executive Leadership Board, was the Lead Director for the VISN 16 Central Southern Planning Market. Previously his work included VA’s Office of Information and Technology Region 3 Governance Board, and Chaired the VISN 8 Information and Data Management Committee, Capital Asset Management Committee and Finance Committee. He has served on several national committees and task forces.
Mr. Battle is a current member of the American College of Healthcare Executives and the LVA Alumni Association. He is a 1981 graduate of the University of Alabama and married with two adult children.

Acting Deputy Director
Melissa Sundin is currently serving as the Acting Deputy Director of the James A. Haley Veterans’ Hospital and Clinics. She normally serves as the Associate Director, having assumed the duties of the office in August 2016. As the Associate Director, Ms. Sundin joins the Medical Center Director in overall management efforts with the responsibility for administrative and facility decisions delegated to her. She is involved in budget formulation and execution, staffing, facility planning, patient care services and physical security of the medical center.
Prior to this appointment, Ms. Sundin served as the Associate Medical Center Director for the Erie, Pennsylvania, VA Medical Center since August 2008 and as Interim Director from November 2015 to June 2016. She also served as Vice President of Facilities Management at the VA Pittsburgh Healthcare System. Her VA career began in 1987 at the Lexington, Kentucky VA Medical Center as an Industrial Engineer in the Director’s Office. Ms. Sundin earned her Bachelor of Science degree in Industrial Engineering from West Virginia University in Morgantown, West Virginia.

David VanMeter was appointed as the Deputy Director of James A. Haley Veterans’ Hospital and Clinics in January of 2016 after serving as the Associate Director since March 2013. Prior to his transfer to Tampa, Mr. VanMeter served as the Assistant Director of the Harry S. Truman Memorial Veterans’ Hospital in Columbia, Missouri, a level 1c complexity cardiothoracic and endovascular referral center for VISN15. He has served VA in various capacities of increasing supervisory and fiscal responsibility for thirteen years and his experience spans diverse operations and services.
Mr. VanMeter is a fellow in the American College of Healthcare Executives and a graduate of the LVA Class of 2016, Executive Career Field Development Program, VHA New Executive Training Program, Health Care Leadership Institute and GHATP Health Systems Management Program. He was recognized for his dedication, response, and recovery efforts from Hurricane Katrina by the Department of Veterans Affairs and South Central VA Health Care Network in 2006. He is the recipient of the 2012 ACHE Federal Sector Award for Federal Excellence in Healthcare Management for Early-Career Healthcare Executives.

Chief of Staff
Dr. Jakey was appointed Associate Chief of Staff for Education and Deputy Chief of Staff of James A. Haley Veterans’ Hospital and Clinics in April 2017. Before this assignment, Dr. Jakey was the Assistant Chief of Surgery and the Section Chief for General Surgery at Tampa since July 2013. She is an Associate Professor of Surgery and the Associate Program Director in Surgery for the General Surgery residency in the Department of Surgery at the University of South Florida (USF) Morsani College of Medicine. Dr. Jakey is Board Certified in General Surgery by the American Board of Surgery.
Dr. Jakey earned a Bachelor of Science in Pharmacy at Philadelphia College of Pharmacy and Science, Philadelphia, PA in 1991 and her medical degree from the University of Maryland School of Medicine, Baltimore, MD in 1995. In 2002, she completed General Surgery residency with an integrated, two-year research fellowship studying inflammatory mediators in acute pancreatitis at the University of South Florida. After finishing residency, she was appointed as an Assistant Professor of Surgery in the USF Department of Surgery, practicing Trauma, Critical Care, and General Surgery at Tampa General Hospital. She began her VA career at Bay Pines VA Healthcare System as a General Surgeon and Co-Director of the Surgical Intensive Care Unit in November 2004 and in June 2010 was appointed Assistant Chief of Surgery at Bay Pines. Dr. Jakey is a Fellow of the American College of Surgeons and is currently on staff as a General Surgeon at James A. Haley Veterans’ Hospital and Clinics.

Acting Associate Director
Faith Belcher is the Chief of the James a. Haley Veterans’ Hospital Nutrition and Food Service. She has served in the Department for 20 years in various positions such as Health Systems Specialist, Public Affairs Officer, Supervisory Dietitian, and Dietitian both here and at the Bay Pines VA Healthcare System. Mrs. Belcher holds a Masters in Business Administration degree from the University of South Florida and a Bachelor’s degree in Nutrition from the Pennsylvania State University; she is a Registered Dietitian.

Associate Director, Patient Care / Nursing Services
Ms. Doloresco is the Associate Director, Patient Care/Nursing at the JAHVH. Ms. Doloresco previously served as the Chief Nurse for Spinal Cord Injury/Rehabilitation at Tampa. Currently, she is responsible for approximately 1,600 employees in all health care settings, including hospital service, Sterile Processing and Supplies, long-term care, home care, Spinal Cord Injury, Polytrauma/Rehabilitation/Transitional Care, Psychiatry, Domiciliary and Outpatient services.
Ms. Doloresco received a Bachelor of Science in Nursing from University of Akron, Ohio, in 1975, and a Masters in Nursing from the University of Kansas in 1985. Her 35-year nursing career includes direct care and executive leadership.
She was elected as the president of the American Association of Spinal Cord Injury Nurses and was selected as a member of the first national Spinal Cord Nursing Certification Board. She is currently a member of the VA Nursing Polytrauma Rehabilitation Field Advisory Group, the VA Polytrauma Nurse Executive Group, and the College of Nursing Advisory Board at the University of Tampa.

Ms. Tate was appointed as Assistant Director of James A. Haley Veterans’ Hospital, in November 2008. Mrs. Tate previously served as the VISN 10 Communications Manager. Programs under her direction were Internal and External Communication, Congressional Affairs, Patient Satisfaction and Strategic Planning. Ms. Tate was past Chairperson, VHA Office of Communications Advisory Board and a member of the National Leadership Board’s Communications Committee. She is a graduate of the Executive Career Field Training and Health Care Leadership Institute programs.
Ms. Tate began her career with the Department of Veterans Affairs more than 20 years ago as an Administrative Resident at the Dayton, Ohio VAMC. She subsequently held numerous staff and line positions at the Dayton and Cincinnati VA Medical Centers. During her career, Ms. Tate also served as the Chief, Quality Management Service at the Dayton VAMC which included External Accreditation, Infection Control, Safety, Credentialing and Privileging, and Utilization Management. She also served as Executive Assistant to the Director at the Cincinnati VAMC, which encompassed EEO, Strategic Planning, Director’s Performance Management Coordination and Public Affairs.
Ms. Tate holds a Masters in Healthcare Administration from Indiana University. She graduated from Purdue University with two degrees – Nursing and Institutional Management. Ms. Tate is married and has two children.
